A new chain letter circulating in Manhattan is illegal. The letter promises
$18 - $25,000 after an initial investment of only $10.

The local chain letter refers to Title 18, Section 1302 of the Postal and
Lottery Code, saying that the chain letter is not illegal.

Rebottaro said the contrary. Title 18, Section 1302 is the part of the code
that makes chain letters like the current one illegal.

He said the punishment for being involved with a chain letter can vary.

"One can pay up to $1,000 in fines and two years in prison, or if previously
convicted, up to five years," Rebottaro said.

Well think - if they were not illegal people could live there entire
lives becoming rich by doing this. It is a lazy and immoral way to
earn a living.

While I'm not an attorney, I don't think that's why they're illegal.

Besides the fact that they promise something that just generally doesn't get
delivered (no one I EVER knew who participated in any of these got
anything), they are "pyramid" schemes. It's possible that a few people in on
the ground floor startup may make some money. But people at the bottom of
the pyramid get burnt- they're the ones paying the tab.

You just can't generate money without a product or service. It's like the
perpetual motion machine- any machine has to be producing more heat and
waste than usable product, no matter how well you make it.

Best to avoid- get rich quick schemes have always failed.

Specifically - IMO - Mail fraud means offering a service
via a medium to extort money with via false advertising , or
promises which is what this mail is offering .

Granted the message is not sent via -smail ...
courts are starting to apply existing postal laws
to crack down on internet fraud schemes.

But you can **you** can send me $10 and I promise
you nothing in return.
